Shamrock is definitely one of the top candidates, but there are people with more successful carreers. Since the weightclasses were introduced to the UFC he has certainly become one of the most accomplished.
I think that there are some other very successful people that we have to look at, these are in no specific order:
1) Randy Couture (not exclusively as a heavyweight)
2) Andrei Arlovski
3) Tim Sylvia (With AA and Sylvia it depends on which you think is better)
4) Dan Severn
5) Bas Rutten (successful inside and outside of the octagon)
6) Tank Abbott (the entertainer)
But yeah, Ken Shamrock is up there on my list.
