The MMA Freak rankings are voted on by members of the writing staff. Fighters who are serving drug related suspensions, have been inactive for twelve months or have recently retired are currently ineligible. Also fighters are only eligible for one weight class unless they are champions in multiple divisions in which case they are exceptions to the rule:

I think Germaine De Randamie could beat Cyborg @ 145.

Well apparently De Randamie didn't think so if she was willing to vacate her title rather then face off against Cyborg who just hulk smashed her most recent opponent. But unfortunately we'll never know cause of course Cyborg left the UFC for Bellator. But as a measuring stick, De Randamie did lose to ultimate form Amanda Nunes who beat Cyborg.

IMO GDR redeemed herself vs Amanda Nunes.

She had Nunes in trouble a few times, and could have won a few of those rounds.

True but in the end Amanda won and in the end what counts is who gets the win and Amanda got the win that evening in a convincing victory. As you mentioned it was not a dominant victory but what makes a fighter great is finding a way of overcoming a good fighter. Also I respect Germaine as a police officer who is still campaigning for her bros in blue.
