Toss-up between US and Brazil probably.

I think vs the population Canada is up there when you consider how few people actually live in Canada vs the US, Japan or the UK who are 4-10 times as populated. Per capita Japan is probably higher but martial arts has a huge background there obviously and many of them have done poorly outside Japan.
